Before Opportunity Arrives: How Partnerships Made Newton Rail Park Ready for the Future

When a company selects a new location, the decision can happen in months. Preparing a site to compete for that investment often takes years.

Environmental studies are completed. Utilities are evaluated. Rail access is planned. Infrastructure is designed. Partners come together around a shared vision.

That's the story behind Newton Rail Park.

Less than a year after Jasper County and Iowa Interstate Railroad announced a public-private partnership to create the more than 400-acre industrial park, leaders from across Iowa gathered to celebrate a major milestone: site certification from the Iowa Economic Development Authority (IEDA).

For companies considering where to invest, site certification removes uncertainty. Extensive due diligence has already been completed, allowing businesses to move more quickly and confidently through the site selection process.

The Power of Partnerships and Preparation

Newton Rail Park sits near Interstate 80 and U.S. Highway 6 and includes direct rail access through Iowa Interstate Railroad, making it uniquely positioned for manufacturing, logistics and other industrial users.

Preparing a site of this scale requires local governments, utility providers, rail operators and economic development organizations to solve different pieces of the puzzle long before a company begins evaluating locations.

Key partners behind this project include Alliant Energy, Black Hills Energy, the City of Newton, the Greater Des Moines Partnership, IEDA, Iowa Interstate Railroad, ITC Midwest, Jasper County, Jasper County Economic Development Corporation and Newton Development Corporation. Each partner contributed expertise to prepare the property for future investment from infrastructure planning and utility coordination to rail access and site readiness.

"Newton Rail Park is a great example of what's possible when partners come together around a shared vision," said Tiffany Coleman, Economic Development Project Director at The Partnership. "Industrial development projects of this scale don't happen overnight, and they can't be accomplished by one organization alone. When communities work together, they can dream big and turn those dreams into reality."

Ready for What's Next

Today's companies often make location decisions on accelerated timelines. Having environmental reviews, utility planning, infrastructure assessments and other due diligence already completed can significantly shorten the path from site selection to construction.

According to IEDA, certified sites have attracted more than $2.23 billion in capital investment across Iowa since the program began in 2012.

While Newton Rail Park is located in Jasper County, its impact extends beyond one community.

The project reflects the collaborative approach that continues to define economic development across central Iowa, with public and private partners investing together to prepare communities for opportunities that may still be years away.

For the leaders who gathered to celebrate the certification, the milestone wasn't simply about recognizing a shovel-ready site.

It marked the beginning of Newton’s next chapter.
